I think it's a bit of both, but yes, I have noticed that zapping has slowed quite a bit. I think that it's also a matter of price discovery. Not of sats themselves but of notes. People are starting to realize that the value of most notes really is 0 when measured in sats.

That's accurate. If the zap receipt is published to a relay that your client isn't reading from, you will not see it in the zap counter. Some clients are better about it than others. A client that correctly implements the outbox model will request the zap receipt from the recipient of the zap's public inbox relays, where the wallet should have published the receipt to.
