#[0] I can not, because that is not my opinion. ;-P It does however fall within the category of " [...] other governments and NGOs to whilst claiming to never ever support dictatorship, still fund arm and d̲e̲f̲e̲n̲d̲ ̲d̲i̲c̲t̲a̲t̲o̲r̲s̲h̲i̲p̲s̲".
