Is there anyway to deliver notifications without using google/Apple?

Yes and no. You can host your own push server. Nextcloud has one and there is a popular one called gotify. You could use pushbullet but that would be a non-self hosted option. End of the day though the client you're using has to support alternative push methods and most dont.

Would be great to see. But oddly enough I'm happy with keeping notifications off from a social media application.
yeah i definitely agree with you there. i like that nostr clients so far have not had notifications and i'm pretty happy to keep it that way. that being said i wish more applications supported alternative push methods. i'm not really sure what that takes to implement though

There is a Telegram bot which notifies you if you have incoming DM's. It's called Pingstr. And it works!
