I don't think that using public infrastructure to exchange government secrets is a wise idea
The only scenario I can imagine is sabotage, which doesn't make the news any better
I doubt that USA is unable to implement necessary secure communication channels, unless it is something coming out of someones personal initiative bypassing all developed policies and instructions. I believe that big government without bureaucracy is oxymoron. Highly decentralized government can be without bureaucracy, however.
