the models i have in mind are more like the way i run mleku.realy.lol - it's my personal relay, and some of my follows use it
the other side is hosted service provision for businesses where it's only about access control and payment rails inside the clients and the relay are nonexistent because it's purely permission controlled - for the most part, a business doesn't need to restrict how its employees communicate, just make it private and reliable, so it would be read-restricted as well
i'm not sure you have thought through the economic incentives in your model, it's basically pay for visibility it looks like, and if that leads to income for the visible then you are going to have to defend against engagement farmers
also, just sayin' but overall the subscription model, pay-per-time wins out due to cognitive burden, and you only then need to have an accounting system to enforce reasonable limits, and if they are reached, nag the user to upgrade to a new tier, discounts are a good sweetener for that (eg, 20% off for your first 3 months at next tier)
these types of things also need ancillary services like media hosting, and a solid client offering, and probably will need a helpdesk team as well
