Probably localizers thinking they could get away with it. A lot of what they do depends on whether they think they can get away with it or not.

Neptunia (Neptune) is terrible. Neptune herself is transformed into a constant comic relief, which isn't true. And that makes the whole thing even dumber in the second game where there's a genocide ending option.
