also, yeah in periods of great economic innovation (ie like harnessing steam and discovery of electricity) there will be investment on those areas. even with a monetary hard cap. in the current world there would be AI investment under a hard cap. I'm just saying making the barrier to entry systematically as high as possible isn't the best environment.
