This topic seems woefully undeveloped in recent times. This essay by Thomas J. DiLorenzo, now president of the Mises Institute, seems to be one of the most recent? https://mises.org/review-austrian-economics/myth-natural-monopoly There is a book cited, however it is near impossible to find anymore, it's titled "Direct Electric Utility Competition: The Natural Monopoly Myth" by Walter J. Primeaux, Jr. (1986). Any others?
