Visual Studio used to be expensive. Very expensive. It still is for some editions. My work is paying $3400 for RAD Studio this month. Per seat. Similar product, different language. I laugh when people cry about $100 fees for tools.

Yes. For almost everything except web and mobile. You should look at licensing for Cisco products (networking).
