That’s bullshit. I live in Germany.
Everything's fine, but no idea which remote corner you were in, because in most parts of Germany, you can pay by card almost everywhere. Excuses like "Wi-Fi isn’t working" are sometimes used, often to accept cash and partially avoid taxes, since taxes are theft.
