needs to be 25 words to make a full 256 bit value with check. i wrote a little thing to do this that only had 7 bits of check in it, 11 bits per BIP39 word, so 24 words gives you only 251 bits, so you need 25, then you can have a 7 bit check normal 24 word keys have i think 192 bits of entropy and it has to be expanded with a KDF
