The explanation that I read that makes most sense is that the agencies aren't going together kickbacks for over paying for goods if the goods aren't needed because people have already distributed them. Then there's ego and malice. My most charitable interpretation would be that people are putting themselves at risk and could end up adding to the rescue burden.
There's people moving all sorts in, I've seen videos of pack mules being used to bring medicinal supplies as well as food and drink - I've seen starling being used to reconnect people so they can get messages out to loved ones, or call for assistance and tell people what's needed. Sure, it's being used to score points politically atm but let's face it, as you yourself alluded to, it's because the government aren't much use for snything. I definitely wouldn't rule out corruption and ego though.
He's not the first person I've seen making the claims that the federal government have let people down and he's not the last, either. As the the reasons...who knows the truth of it.
